ENERGIE MÍSTA - SETKÁVÁNÍ - DRUHÝ BŘEH
Ostrava jako město na hranici dvou historických zemí v sobě nese rozpolcenost mezi Moravou a Slezkem. V 19. století byla Slezská Ostrava plnohodnotným protipólem Moravské Ostravy. Toto dvojměstí oddělovala pouze řeka Ostravice. Ke skutečnému propojení však nedošlo. Po zániku osídlení mezi Slezkoostravským hradem a kostelem sv. Josefa se spolu se zřízením centrálního městského hřbitova ocitla Slezká Ostrava "na druhém břehu". Rozdvojenost města je dnes utvrzena valem čtyřproudé silnice nad řekou Ostravicí. Svou podstatou je však Černá louka místem setkávání. Stékají se zde řeky Lučina a Ostravice. Dotýkají dvě země a dvě města. Protínají se tu dobývací prostory dolů Hlubina, Zárubek a Trojice.
PROPOJENÍ - INTEGRACE - STRUKTURA
Základem koncepce je propojení Slezské a Moravské Ostravy. Tohoto propojení je možné dosáhnout pouze překlenutím čtyřproudé Bohumínské silnice městskou strukturou. Pro tuto sjednocující strukturu jsme zvolili archetyp řádu jednoho centra, který je přítomen v soustředných impaktových strukturách, stejně jako v cestní síti každé domorodé vesnice. V domnělém zájmu racionality, efektivnosti a sdělnosti je dnes vzorem ideálního města pravoúhlý římský tábor - struktura nekonečna. Jejím protipólem je organická struktura energetických center.
ENERGIE ZÁSAHU - DŮRAZ - PŘESVĚDČIVOST
Historie Ostravy je vyznačena mezníky vzepětí lidské energie. Prvním bylo založení města vklíněného mezi Prusko a Slezsko horlivým kolonizátorem Brunem ze Schauenburku. Dalším byla těžba černého uhlí z nesmírných hloubek stovek metrů pod zemským povrchem. Posledním takovým zásahem byly výstavby hutí tavících tuny železa. Všechna tato energie dala Ostravě její nezaměnitelnou identitu. Každý lidský čin je násilím vzhledem ke statusu quo daného okamžiku.
URBÁNNÍ PRINCIP - PRŮSTŘEL
Energií Ostravy a jejím bohatstvím bylo kamenné uhlí ukryté hluboko v jejím podzemí.Tato skrytá síla všechny spojovala. Všichni na ní byli závislí.Energie dříve vyrvávající uhlí z hlubin Země bude transformována na energii vyzařující z nové kulturní čtvrti. Tento náraz rozezní celé město.

ENERGY OF THE PLACE - MEETING PLACE - THE OTHER BANK
Ostrava, the city situated on the boundary between two historical lands, shows the disunion between Moravia and Silesia.In the 19th century, the Silesian Ostrava was an adequate counterbalance of the Moravian Ostrava. This dual city was divided only by the Ostravice River. However, its real connection never occurred. When the settlement in the area between the Silesian Ostrava Castle and St. Joseph's Church declined and central municipal cemetery was founded, the Silesian Ostrava ended "on the other bank". The duality of the city has been confirmed in modern times by a protection barrier of the four-lane road above the Ostravice. In its essence, however, Černá louka is the meeting place. It is a place of the confluence of two rivers: the Lučina and the Ostravice. It is the meeting point of the two lands and two cities There is the intersection of mining areas of the Hlubina, Zárubek and Trojice coal mines.
CONNECTION- INTEGRATION - STRUCTURE
The concept is based on connecting the Silesian and Moravian Ostrava. This connection may be reached only by bridging the four-lane Bohumínská road with an urban structure. We have chosen the archetype of the order of one centre present in concentric impact structures as well as the communication network of each indigenous village for this connecting structure. In the alleged interest of rationality, effectiveness and communication today the ideal concept of the city is based on the rectangular layout of the Roman camp - structure of the infinity. Its counterbalance is the organic structure of energy centres.
ENERGY JOLT - ACCENT - PERSUASION
The Ostrava history has been designated by milestones of surges of human energy. The first surge came when the avid colonizer Bruno from Schauenburk founded a town wedged between Prussia and Silesia. Another one was the extraction of coal from large depths of hundreds of meters underground. The last one was the construction of ironworks melting tons of iron. All this energy shaped the unique identity of Ostrava. Every intervention by people is violent with regard to the status quo at every moment.
URBAN PRINCIPLE - BULLET HOLE
The energy and wealth of Ostrava was mineral coal hidden in the depths underground. This hidden force connected everyone. Everyone was dependent on it. Energy that used to pull out the coal from the depths of the Earth will be transformed into the energy emanating from the new cultural district. This jolt will resound in the whole city.
